When you mean surge in rpm's or mph's? Miles per hour could mean your throttle is sticking.

Well you can take your air filter off and check to see how dirty it is and if it is nasty go ahead and replace it. Then go and check your throttle body and check for carbon deposites on the throttle if there is a large build up of carbon on it go ahead and clean it with some throttle body cleaner spray. Also while your at it check to see if your fuel cable linkage has slack in it for any freeplay.
You could also check your IAC for any irregularities... Thats about all I can think of, also what grade of fuel are you using and is it fresh or old gas?

FWIW, I advise against cleaning the TB in any way. There are coatings present intended to help the throttle plate seal so the IAC can do its job properly. Just leave it be...it's not the source of the problem.

You say the MIL isn't coming on but it sounds like you've got a misfire. Did you actually scan the car for codes with a scan tool?

What are the mods on the car?

Was the car re-fueled before this started? Any chance you've got water in the gas?

No need for 93 octane unless you have a power adder or higher compression than factory. Your car will run best on regular. (I doubt this will fix your problem but it will save you some money.)

Skipping or slipping? If you have an auto I suggest taking a look at if you have low trans fluid and what color the trans fluid is. Sounds like slipping clutch packs if the speed surges like that or TC locking/unlocking.

It may be time to take the car in. From your description, it could be a bad MAF to a bad fuel pump. Find a good shop to run some tests so you don't end up pissing away good money replacing everything.
