HVAC vent problem

I'm having a minor issue with the HVAC on the new 04 GT I just bought. When the HVAC is turned off, outside air is getting in and coming out of the floor vents. The airflow is 0 at idle and increases with vehicle speed, so the blower motor isn't on it's just coming in.

According to the ford service manual no air should be coming in from the outside when the switch is off.

When OFF is selected:

The air inlet door vacuum control motor is at full vacuum, closing off outside air from entering the passenger compartment.
The panel/floor door vacuum control motor is at full vacuum and the panel/defrost door vacuum control motor is at no vacuum, closing off airflow to the defrost duct, side window demisters, floor duct and instrument panel A/C registers.
The A/C compressor will not operate.
The blower motor is off.

Anyone else have this problem? What should I check?

Not to sound like a smart a$$....but, You got the service manual. What does it say to check?

check to see if the vac line to the motor is ok, and see if the door is closing.

Yes I have the manual but most of it is in "ford speak" where you need 1000 rotunda tools, etc.. I was looking for someone who has real world experience doing something like this

I just pulled the line off while the car was running from the air inlet door vacuum motor and it's getting vacuum. How can I check if the door is closing or not? Not a whole lot of room to work in there
