It's an adapter bracket used on either head to relocate the accessory bolt hole for either P/S or the Alternator. Ford made at least three of these, two are aluminum, one I've had was iron. These were used to adapt 351 brackets to a 302 and vice-versa to compensate for the head elevation difference on different deck height blocks.
