multiple trips to the CA smog station

I'm battling a high NOx reading (990 @ 25mph) that has caused me to fail CA emissions. HC's 59/13, CO2 9/11.7, NOx at 15mph passed at 296. Timing at around 6 btc. I chk'd egr w/vac and responds @ 5in w/heavy stutter. Called PRO-M to confirm cal of MAF, '24 C' (PRO-FLOW for fox body comp). Chk'd comp to find an a/m (Blue Streak) repl of fact comp (pt # matches 95 Cobra). A brain fart later I realized my red inj were 30#, not 24's. I would expect this combo to run rich, yet a high NOx reading indicates a lean fuel mixture (high cyl head temp). I'm puzzled, eng is mostly stock (MAC cai, FMS headers, MSD dig-6 & dist), and runs high 13's like this. I could really use some help ... please
