Dont be so quick to say the pumps are bad. I have changed a couple of these on my 79, because I have had the car since 1981. Seems each one was louder than the one before it.

The one that is on there now, probably 12 years old, was very annoying when it was new. But its been there for the 12 years and now I do not notice it. Ford ps pumps seem to be the noisiest of the lot. My 95 Windstar was just as loud with 150k as new, and the people who bought it tried to get me to change it. It worked and did not bother us.

I suggest installing one, and leaving it for a month or so. If it is the belt slipping, then you may have some other problem, such as a restricted flow in the rack.

The 79 and 80 cars had a rack with bushings that would stick when left over night, and it took two hands to steer for the first minute. That would tax the belt to the max.

Spray a little water on the belt before starting the car and that will isolate it. The water will act as lubricant, but not make a mess like WD-40. You should also remove the belt a spin each pulley to see if any have friction or vibration from bearings going bad.

also you can hit the belt with some dishwashing soap or belt dressing - that will quiet the belt down real quick. then you will know. having it squeal on start up (esp when cold out) and then diminish or go away altogether is very common for V belts.
dont think i have ever had a serpentine do it, though. the squealing seems to be intrinsic to the V belts being worn and/or glazed along with the nature of the tension to suck the belt into the narrower pulley hub.
but i dont know what to tell ya on your problem. just some info and experiences with me. good luck.

Check the pulley allignment with a ruler, if the pulleys are not in the same plane, it can cause squeaking. Remanufactured pumps often have different pulleys and offsets. They probably are not from exactly the same application, so that could be the problem.
