Is the PATS light flashing?

With a new ECU I am pretty sure a Ford dealer needs to get involved to get that thing running due to some kind of PATS security code or something

You changed out a lot of stuff. How do you know it is all installed correctly? Who did the work? Can you get it to an AutoZone to have the alt, bat, and charge system checked for free in the parking lot?

Check continuity from pcm pin 21 to pin 2 of the crank pos sensor harness side also check pin 22 pcm to pin 1 of the crank pos sensor harness side

Also check ground G201 this is the shield for the CKP circuit this ground is located near the PCM in the right side kick panel. also check splice s143 and s165 under the hood near the right rear of the engine compartment and splice S204 ( more likely culprit) in the LH kick panel.

but first check for continuity this is a way more likely cause
