220 on a DA sander or a corse sanding sponge should adequately roughen up the metal prior to primer

Well it's up to you. I like a chromed bumper to contrast with the stripes. Blending in isn't always the best route when it comes to style.

I've painted bumpers before and just taken the bumpers to a chrome shop to have them stripped. They only charged me $20 per bumper and I picked them up the next day. You could also go with fiberglass bumpers and save a little weight at the same time. It's not like Mustang bumpers do all that much anyway. My car's pretty low so most stock vehicle bumpers are either going to hit my hood or taillights anyway.
