It's not functioning at all, or only while the RPM's are near idle?
Can you hear the pump whining? Could there be an issue with the pulley slipping on the PS's shaft? Is there any air in the system? I always bleed them (jack up the front end, turn the wheel almost lock to lock about 10 times. This gets the air out with minimal stress on the components [because there's no weight on the wheels]).
Otherwise, if the lines are connected incorrectly at the rack, IIRC it will give you some real weird issues (no return to center, etc).
Do you get the feeling that there's some sort of obstruction in the lines or rack?

I once read of someone having gotten some lines crossed but I'm not sure how. Every rack I've ever done was as you noted - with different size inlet and outlet fittings.
Short of undoing lines and blowing compressed air through them, I'm not sure what else to do.
