Take your time and really look at the forum pages while you are becoming familiar with them.
In the past we have had some issues with inappropriate images in avatars. As a result, we now screen each avatar before approving. When you submit an avatar, there is a message that tells you that the avatar is in review. You likely missed that piece of it.
