Projector Headlights

Will these give my car that bluish light glow that bmws and benzes have. I know bmws and benzes have xenons, but are projectors the same thing?

I found these also would these be street legal?

i thought it was the headlight BULB that mattered?
they announce on the news the other evening that they would be "cracking down" on ppl with aftermarket headlight bulbs. they said "if you're spending $30-$60 on bulbs then you are illegal, but if you're spending $800-$3000 you are legal."

its supposed to be their new fall project, this summer was seatbelts.

this town blows.

most of the high end luxury cars have HID not projectors.

you can get HID setups, but its too much $$$ for me, i just put in the ultra clear headlight and sylvania silverstars, looks good to me.

the blue comes from the HID capsules. I have some BMW M3 (bosch e46) projectors with HID I am retrofitting into a set of black headlight housings

So basically, these projectors are a waste of money. All they will give me are brighter lights right?
