Describe more completely the test light circuit. It sounds like you placed one lead on the neg. battery cable (disconnected from battery, but still connected to block) and the other lead to the block. Is that right?

Starter IS grounded to bellhousing/block and then to chassis via ground strap at passengers side/rear of engine block.

Just for clarification, did you replace the voltage regulator?

I am kinda blown away by not having lights or horn because those have nothing to do with the ignition, i would say your ground is not right.

When was the last time it was working?

It's possible you have multiple faults.

Check one thing at a time starting with voltage at the battery.

Make sure the large black negative cable from the battery is firmly attached to the engine block.

Is voltage getting to the solonoid? If you take jumper cables use just the red jumpers) across the large terminals on the solonoid, does it crank?

If so, you may have a problem with the ign switch or Neutral safety switch.

Its possible your horn and relay problems are unrelated. Did you remember to put the 10 gauge wire back on the battery side of the solonoid?

You can also run a small jumper from the battery side of the solonoid to the "S" terminal on the solonoid ( a screwwdriver works too)

If it cranks, the your problem could be the ign sw or Neut Safety sw.

You do have an automatic right? The wires for the switch come from the trans up the firewall near the accelerator linkage. Mine is a '65, but the 66 should be similar. you can bypass the switch by jumping between the male and the female terminal on the plug. If you have backup kights, there will be two plugs. One is red and one is blue. Can't remember which one...

The starter doesn't have a sparate ground wire. It is grounded because it is bolted to the Eng/trans.

Check the ground from the battery to the ENGINE.
