If memory serves me.correct, that is a plug they install in the dipstick hole after assembly. When dipstick and tube are installed, they just push that into the pan instead of.pulling it out.
Worked in my uncles trans shop many years ago and found that same thing on a fluid filter change. That's what I was told it is.
