Warm Voltage regulator

I am nearing the end of a lengthy restomod on my 66 fastback and have a question on something that caught my attention. I have a complete painless hareness bumper to bumper including a new voltage regulator. I am getting to the point of firing the engine for break in and while doing engine bay work I had the ignition on and smelled a hint of wire burning smell. I shut the key off and investigated. There is no smoke or warm wires but my regulator is getting warm and causing this smell. I put a meter on my battery and tried again and I only get about a third of a volt drop then it stays steady so I dont think I'm grounding out or anything. I put the old regulator back on and it also gets warm. I've been back over the wiring and all is wired properly and nothing is operating and all seems to work ok when put into operation so is this normal? I've never noticed this before. Any Ideas?

solid state or mechnical regulator ?
