Weak injector pulse after 2.3 turbo swap

After 2.3 turbo swap I have a weak injector pulse, I used a noid light to check to see if the injectors were firing. When I crank the engine it does not fire because of the weak pulse. I did have a strong pulse at one point, then I plugged the injector plug back into the injector and tried to fire it and it wouldn't start. I checked the pulse again and it was back to a weak pulse.

I also have a new TFI modular on the dist.

What could be causing this????

my car is a 93 so it does not have a ground strap on the injector wiring harness.

The thing is that the car doesnt start this is why I say that it is because of the weak pulse and the light flashes bright if i ground the distributor.
