66 Coupe front brake line question

Hi all -- I have two books (Chilton and "Restoring your Classic Mustang") and I'm still unsure about this:

I'm replacing the front passenger flex hose in the wheel well - is the fitting on the steel line supposed to rotate to disconnect the flex line, or is it just the flex line that rotates? I was able to remove the old flex line just fine, but I had to remove the wheel cylinder in order to rotate the flex line to remove it from the steel fitting. (I did remove the horseshoe and clip from the flex line, by the way.)

I also was able to install the NEW flex line, but I had to again rotate the wheel cylinder to connect the line, and, while it worked, I'm positive it wasn't the correct way to do it.
