I'll have to disagree with that.
The Chip will be a great addtion if he'll have some more mods, i.e.: Headers, Intake, MAF, etc.
For the very mild mods that he is looking at he will be ok with the TA.
For the money my recomendation are:

You targeted: Air Flow, Exhaust,
Suspension (HOP), Drivetrain and a good HP/TQ Gain (o/a easy 15-20RWHP). After more mods: SC, Gears, Ported Intake (by me
), headers, you could easily sell the TA and then get the Chip (I recomend JMS) and a MAFterburner
.
