    That's just a vent hose. It clips into the bottom of the frame rail right above that area. EDIT: Took a photo from in front of my passenger front tire, and circled the end of the vent hose. Yes, it's dirty down there.

    The EGR is only supposed to open at part throttle, and should be closed at idle. The EGR works off of engine vacuum, which means there shouldn't be any suction on it at idle. If it does, the solenoid in the passenger fender may have gone bad.

    I'd be willing to bet that you or someone set the timing with the old spun balancer, and the timing is really off. Make sure the timing is at 10* BTDC, and don't forget to pull the SPOUT connector.

    Mustang5L5 has the right idea. I'd also check on the universal joint under the dash, that hooks the steering wheel shaft under the dash, to the steering shaft that connects to the steering rack. The bolts on either end of the universal joint can come loose.
