    just fire it up. A year is nothing if it was inside. If it was outside and exposed to drastic temperature changes condensation may have corroded things like rings to the cylinder walls.

    You sure it is a dipstick hole? Usually through the side of the pan is a level sensor and the dipstick either goes through the block or the timing cover. Either way I do not know what size thread it is.

    sandpaper, if it is light surface rust then 80 grit would probably be good for getting the rust out. If it is more pitted then maybe use a wire brush on a grinder.

    sand it until the rust is gone, spray it with an etching primer, skim coat with bondo, sand it smooth, repaint whatever color you want. The rust does not need to be cut out unless it is pin-holed.
