    I have the tool that turns the piston. I have turned it a lot but it's not moving. I have tried pushing on it while turning, still nothing. How much pressure does this thing need to retract? Any experiences like this? I'm totally lost.

    Yeah it's your dampers. If you don't want to spend a lot of money, just get stock replacements. That should be enough to control the rebound of those springs.
