    Since it's an older car, have you run compression tests on all 8 cylinders? That's the only thing I can think of to cause you to dyno that low. I would expect 260 rwhp in optimal conditions.

    A guy in our local car club put down 237front wheel horsepower and 197lb/ft torque @12.8 PSI, it had the GM stage 2 kit and some other bolt-ons.

    You can put a donor motor in for less, if you're on a budget. Check out your local pick-n-pull, they may even have a 5.4 or a 4.6 dohc for cheap. Normally $1000 or less.
