    You wouldn't be able to go over a bump without the tire pressing up on the fender lip. It would probably cause tire/fender damage if you hit a pothole. BAM!!!! Imagine that sound as you were cruising down the road.

    This is probably just oxidation on the aluminum parts. You can use a metal polish to protect them.

    How to clean chrome?

    I would just try it on a chrome part that is not in use to see if you are set on using harsh solvents. I wouldn't think that they would damage chrome as long as you washed them afterwards. Use some good polish afterwards.
