    Infamous throttle body size question!!!

The opening on my 94/95 Cobra upper is 70mm. 65mm is good, 70mm would be okay if you get a deal on one. I don't think the difference in the two will matter much at all. With AFR 165's and a ported intake, I think I'd lean more to the 70mm, but no bigger.

Pretty significant oil leak, where could it be coming from?

Replace the valve cover gaskets first, they are easy and cheap. Then see if it is still leaking.

    Starting Preformance Upgrades

Go to LKQ in Manchester, TN. It's about 180 miles from you and pick up a 60 or 100K mile Explorer or Mountaineer 5.0L engine. Just use the intake and heads and sell the block and all the other parts. You can make $250+ from all the parts. Get a valve job, new springs (trick flow kit), P shorty...

    Exploder 5.0L in a 95 stang???anyone

If it has a GT40P marked on the heads or 4 bars then they are P heads and you will need special shorty's or log tubes. You will want to change the cam or a mustang cam or aftermarket. The Explorer intake elbow has to go. The 65mm TB can be used if you want to go with a pre-94 TB setup. If not...

    intake dyno numbers?

Yes, some intakes will give you 5-12 HP up high, but loose 5-8 HP don't low and torque. TMoss can port your lower and it will get real close to the same numbers. http://www.compcams.com/Community/Articles/Details.asp?ID=-283745471

    used heads?

Don't get them without having them checked at a shop first. They could be okay. The O-ring can be milled of if you want.

    HP on a budget

I guess I didn't read your post right. Your brother-in-law is porting your stock heads? If so, then an intake would be good. He'll need to do serious work to get good flow out of the E7's. You can pick up Explorer intakes for about $200 and another $60 for the elbow. 94/95 Cobra intakes run...

    HP on a budget

Only $500 is very limiting. Get a set of GT-40 irons, not P's, the old style GT-40's. Otherwise you will need headers too. Have T-Moss port your stock lower if you can spare the $100. You'll need head and intake gaskets and that's really pushing your $500 budget, maybe over.
