    I would say yes. Try your emergency flashers cause they are tied in with your lighter. If they don't work I'd suspect a fuse first. The horn is probly tied in to the same circuit too.

    Sounds like maybe it's flooding out if not a vacuum leak. Check to see that your float is operating properly (not stuck open) and then check the float level.

    Since you have a manual tranny then you wont have a stall converter. That's only for automatics. You can have a vacuum leak at the base of your carburetor too, not just a line.     Yeah as with many repro parts, these bumpers are stamped out and need tweeking when you get them. My rear bumper was twisted like a twizler but a little handworking it now fits better than the original did.
