1967 Headlight Switch Wiring Question

My dash gauge lights don't work (turn signal & high beam indicator do) so I decide to take a peak at what might be causing this.

On the pigtail that plugs into the headlight switch there is one black wire that comes off of it that isnt connected to anything in the picture below. I have looked and I cant seem to locate where it should plug into. Any thoughts?

Well, the metal frame of the instrument cluster should be grounded to the chassis. That wire may or may not be it. Check the wiring diagram for color code.
