Is the 5.0 out of a 1990 Bronco a HO or just a 5.0, also does it have a roller cam?

Should be a standard non-HO 302. Check the firing order to be sure.

Standard 302 firing order: 1-5-4-2-6-3-7-8

5.0 HO/351W firing order: 1-3-7-2-6-5-4-8

No, but the block should still be drilled and machined for one in the event you decided to do the swap.

if the non ho 5.0 have a different firing order then the ho what cams can be used to upgrade, is it the same as the old 1970-80 302's

With the '90 roller block you described, even if it doesn't have a roller cam as original equipment, you can still upgrade it with one. From that poing you just need to use the HO (351W) firing order. So pretty much any of the mild Mustang grinds will work. Don't get too crazy though, since piston to valve clearance might be an issue with the stock cast pistons. Oh, and make sure you've got the correct distributor gear, or you'll chew it to pieces.
