1995 Gt cuts out periodically

Hi everyone. I have a question about my 95 stang that has been bugging me for a while. Every now and then when I'm driving, my GT will start running like crap. It cuts out, tries to stall, then eventually does stall. I notice when this happens and I try to start the car back up again, I can hear the fuel pump constantly running with the key on and engine off. The fuel pump is supposed to run then stop. Even sometimes when trying to restart, I hear a bunch of clicking under the hood (sounds like relays), and the fuel pump turning on and off rapidly. I replaced the ignition control module thinking that was it, but it's not. Any help would be appreciated. Thanks.
 
See if you have codes. When the PIP is active, the fuel pump runs non-stop. The PIP is active when you crank the engine.

The TFI failing is possible, especially if this happens when the car is hot. That said, PIP failures are much more common on 94-95's.

The PIP is inside the dizzy.

If you hear a bunch of relays clicking, see if the noise is coming from your CCRM. The EEC relay and Fuel pump relay are both housed inside that black box (it's located on the overflow bracket). You might have an issue with one or more relays failing (the biggest failure I've seen are the coils dismounting).
