I was looking at buying an 89 Ranger truck, that the owner said needed new cam bearings.

Per an old service manual I have, the early versions of this engine seem to have removable bearing inserts.

Does and 89 have replaceable bearing inserts?

Would an 85 cam fit the 89 dual plug head?

I was kind of wanting to get it also to play with the EDIS setup.

Yes, all 2.3l engines have replaceable cam bearings. All you have to do is pull the came, yank out the old ones, and tap new ones in place.
The 85 cam would work, but unless it happens to be from an SVO, you would be better off with the rangers cam. That ranger should have a roller cam, which has the same specs as nearly every other cam, but the rollers allow the valves to open faster and there is less valvetrain friction.
Keep the roller cam, replace the bearings.
