Fuel 2001 fuel/ starting issues

Hi everyone this is weird, I am working with a 2001 mustang 3.8. the car runs great but sometimes it wont start. fuel pump works its actually new along with the filter but when it does not start if i drain the fuel rail it will fire right up!??? Any ideas??

We need to know what the fuel rail pressure sensor (FRPS) value is.
