Check for compression.
Make sure the rotor turns when the engine does.
Make sure that #1 is at TDC when the rotor is pointing to the #1 plug wire.
Make sure the plug wires are in the proper firing order.

Buy a Manual with trouble shooting section. It will help you through the process.

I would recommend pulling the valve covers if it has been sitting that long to check rocker/lifter movement. Mine had been sitting for a similar amount of time and when I rotated by hand to remove the tranny it did have 2 valves seized in the head. I was planning a rebuild anyway but if you are going to try to have a dependable ride I would pull the intake and heads to see if any repairs are needed or at least do a compression check.

If you have spark then check for timing. Also replace the fuel filter, drain the tank and add fresh fuel if you haven't already. The carb may be shot, dried seals and gummed jets for example...you could try a rebuild kit or just get a new or rebuilt one (probably your best bet).
Do go over the engine really well before starting, pull the valve coveres as suggested, you may even pull the oil pan to remove the sludge that is almost certainly there and verify that there's nothign visibly wrong with the bottom end. Sometimes people "forget" to tell you that the reason it's been sitting for so long is because it threw a rod or something.

If you put gas in the carb and it didn't even hit I would suspect either flooding or an electrical problem. Even if one of these are a problem there still could be others.

Fuel pump diaphragm - if it's been sat for 16 years it will have gone hard and broken the moment you turned it over (I'd guess anyway). Get some fresh gas, and fill the carb up through the vent stubs. If all else is OK she should start and splutter for a while until the gas runs out...

My two pence...
