'68 mustang charging system problem

'68 mustang with a 302. charging system is only putting out 12.4 volts. alternater, regulator, battery are all new and working properly. fuses are good, all wires have contineuity, everything is grounded properly, belt is tight.....out of ideas, does anyone have any input to what the problem could be?
 
ok, yea i guess we forgot to check for shorts, some of the wireing on this thing is pretty old and we have already replaced some bad wires. all the charging system wires tested fine for a signal but i didn't trace them down and make sure they weren't exposed anywhere along the harness, guess i'll do that this weekend along with a draw test....thanks.
 
garystocker, by the way that's a nice '68 you've got there. that's the same thing we're restoring, '68 hardtop with a 302. it's coming along nicely, the whole front end is done, engine bay is freshly painted, all the front end body work is finished, primed, and ready for paint. runs great now except for this little charging problem, still gotta do the interior and everything back from the cowl. should be on the road in a month or 2 hopefully if we work on it every weekend.
