Best bets would be a CD changer controller, aftermarket security system, or the controls for a killer set of neon underglows. It was the 90's after all.
Could also be a tune-selector switch.
Looks like the disable switch for an aftermarket security system. My car has a POS clifford security system and it has something that looks almost identical with two buttons so that if the alarm goes off you can put in some top secret code that you have to call the president to get and it'll stop the alarm. What makes it even better is that the security system has its own battery backup so that if you unhook the battery it still goes off and it doesn't care if its 3am .
Truth be told i think i need to find some time and remove that POS
