Sounds like Snake oil. If this was sooo great, this guy would have pulled off some better experiments to back up his claims. Saying that people report better mileage, and my Metro did better doesn't mean a thing to me.

acetone is a solvent, and some people might see an increase due to a cleaner intake tract, but other than that, we used it in a race car years ago to pass a fuel check. the car owner liked to add things to the fuel that were technically illegal cause it changed the specific weight of the gasoline we were using, and the acetone put us back to a legal specific weight.
