Adjusting 2002 Mustang GT Front Bumper?

Anyone knows how to adjust the front bumper? Is it even possible? I am hoping to adjust it by 1/4 in higher.

I am asking this because there seems to be a small gap between where the headlight and the bumper meets. I was hoping to somehow elevate the bumper and reduce the gap. Any ideas?

My headlights seems to bounce more than usual when i am driving on the road. How do i know this? Well, i see my headlights beam fluctuate off of the person's liscense plate in front of me. I have checked the voltage consistency and that is very constant. Any ideas on how to fix this? I am thinking that elevating the bumper should help a bit.

Anyone have a similar problem?
 
There is a plastic pannel running the width of the front end called the header pannel. If some of the mounting holes are cracked or something you will notice the headlights vibrating. Also the front bumper is supposed to fit in a slot on the header pannel that holds the bumper up by the lights, if it is under it it will be like a quarter to half inch low. I put a wrap of electrical tape on the little bars that hold the headlights in to make them fit a little tighter, maybe this will help with the vibrating problem.
