AEM Wideband Issues

I just installed my AEM wideband O2 sensor. Now I am wondering if something is wrong. According to the gauge my AF will fluctuate from 14 to as high as 16 then as low as 12 just sitting at idle. Then when driving it is all over the place from 11-17+.
I am not experiencing engine surges or audiable detonation, I have the HP twin turbo kit and installed the new sensor in the rear O2 bung (they are shut off in the tune), nothing changes when the engine is warm, Checked for exhaust leakes did find one but fixed it, and no vacuum leaks.

I am pretty sure that this in not normal. So what could it mean.

it will bounce all around while cruising. if it bounces more than a point at WOT there is a problem
