I would think that if there was enough slack in the clutch cable that the TOB wouldn't be spinning because it wouldn't be touching the spinning pressure plate fingers, at least not much. As long as the engine is running, whenever pressure is applied to the TOB then it is spinning. That's how I understood it worked anyways. I just wish it wouldn't make any noise at all! lol
EDIT: I meant to say that I agree that it squeel if low on grease and that it shouldn't make noise once the clutch pedal is pressed.
