I get 5v reference on the orange wire and to chassis ground. If I probe the connector at black & orange I only get 0.12v. Is this right? I know the green wire is for setting and the orange should get 5volts reference, correct?

Is blk/orange the signal return on your year of stang?
5V for the VREF is correct.
The TPS output signal should be around 1.0 V at idle (give or take roughly 0.30V).

Could your black/orange wire really be blk/white?

What I meant by testing at black & orange is i probe the black wire on the tps with black lead on my dvm and probe the orange wire with the red lead on the dvm...I just want to make sure I have all my ducks in a row before fire her up!

So if you probe orange to chassis-ground and get 5V, but get .12V when probing orange to signal return, there's likely an issue with the signal return circuit.

If the sig return was really damaged, I would surmise you'd be throwing codes for myriad sensors. I'd want to be really sure before going forward - it gets kinda involved to diagnose further.
