I just got a new t.o.b. after the small ring around it broke off on my old one. Now to me its looks like the same might happen again because the t.o.b. isnt centered. Does anyone know if this is normal, or I should just not buy my tob from Oreillys?

You can plainly see that its not centered, and I would presume that that is not how it should be

Wow, that definitely wouldn't be installed on my car. Do you have a NAPA near you? I usually trust parts from them. They seem to be better quality than the other stores.

Yeah, there is a NAPA nearby, ill go check their inventory tomorrow to see if there's is any better. But I didn't think I'd get two bad ones in a row....

It's an auto centering bearing. That's normal, it's suposed to be like that.

The bearing rides back and forth on a linear shaft, but is attacked to an arm. It's meant to shift and pitch a little to keep it from binding.
