Battery Drain Normal: Key ON only?

Hey guys, I notice that when my key is in the on position the test light will illuminate when placed between the negative battery terminal and chasis ground. Is this normal? When I turn the key off, the light decays away.

If this is not normal please tell me, I will begin to pull fuses. Does this basically mean a wire is shorted some where?
