Borgeson steering not sure if pump is working right - HELP

I have a Borgeson power steering setup and I keep hearing about how easy it is to turn the wheels even in a dead stop. Moving around the car is fine while driving but if I try to park or standing still it is a wrestling match to turn the wheel. I don't have any leaks in the setup. It feels like it did with manual steering to be honest....like I am not getting any assistance at all. Not sure how to test the power steering pump with the normal garage tools. Any thoughts are appreciated.
 
It has the saginaw pump on it. I bought it when I bought the borgeson box.

Here is what is strange.... last night I drove the car and parking was difficult. This morning I hop in it to move it and the steering moved like butter. It was nice and easy and I could make full wheel turns. I take it for a drive and it's back to being difficult to turn at low speeds or parked. I am wondering if my RPMs are too low.
I have to check the fluid to see if it's low but don't suspect that because I haven't seen one leak.
