Bringing Old Paint Back To Life.

I got an 89 lx wanting to make the paint look as good as I can
On the car some of the clear is starting to crack and flaking off is there anything I can do to make this look better without reclearing/painting?
The paint on the bumpers is fading what can I do there?

One day the car will be repainted but that will be a while till I'm out of the desert.

Btw the car is black.
