I believe that you back it out CCW to decrease the rpm.
Irregardless, it is very easy to figure out since it is a very course adjustment. Back the screw out 2 full turns and take it for a test drive--be sure to put the hose back on or else it will act like it will never shift. If we went in the wrong direction, then turn it CW 4 turns (which overshoots where you began.) Fine tune from there.
