C4 Transmission Low Line Pressure

i just rebuild a c4 transmission with a pa transmission rebuild kit. i having problems with low pressure in all gears but neutral. neutral is 5psi below the min which i thing is 55psi. the valve body is stock valve body with transgo shift kit (manual). i thinking its the front pump that is not working correctly but I'm lost and need some help. i have to rev up to get the car to move in reverse. i air checked everything and it check out ok. is it the valve body or the pump

can't really hear it because of open headers. there about 6 quarts and its not a vacuum modulator. all I'm asking is for someone that may have had this problem before. i have low line pressure.

its been awhile but i have found out the converter wasn't seated all the way in and the pump was also damage. so after fixing them two problems the line pressure were in spec.
