can any one tell me what a short block is??

I see Navigator shork blocks for sale for $800 bucks. Can I put my Svo Heads on them and drop it in my car? Before I get my SHM cams for $549 I would like to know what other why I could go. My plan for now is to get the cams then blower after that rebult my motor. Now if a short block is what I think it is then I could get that and add my heads and intake to it right guy's? Oh ya what would that run me for labor???
 
short block = lower rotating assembly in a block.

Block, crank, pistons, rods- all assembled and spinning. The Navi uses 4V heads, so there may be some timing chain issues that could affect the accessory positions and front engine dress. A better bet might be to go for a F-150 short block.? Same displacement, a lot cheaper (junkyard cheap), and probably fewer swapping issues.
