Can i order a new owners manual book and the vin stickers?

Most of the documentation - owners guide and shop manuals - is out of print. Depends on the year though. Door tag and or body panel VIN stickers are reproduced.
 
Who's legally doing vin tags lol?
Jim Osborn Reproductions, licensed by Ford, does the VIN stickers that are on all of the (1987 and newer) major body panels and parts.

Marti Auto Works, licensed by Ford, does the vehicle certification label (aka "door tag") that is on the door or door jamb.

Helminc.com was the original publisher for Ford shop manuals, owner guides, etc. They may have reproductions of the documentation you're looking for.

EDIT: I just checked their site and all they have for 1989 is the EVTM (electrical and vacuum troubleshooting manual)

Ah the stickers, they do.good work, used to buy a lot of cobra intake plaques off them.. See people all time trying to hawk his repos as originals though.

What criteria does one need to have in order to purchase those? I imagine they don't just hand them out upon request to everyone.

I have a few painted over VIN stickers I would love to replace.
