Is it illegal for dealers to sell cars without catalytic converters in IL?

Well I want it to be enforced in my case. I bought my car yesterday should I just go back and tell them to fix it so I can pass chicago emissions? I bought out in the country.

its illegal across the whole country. its against federal law to remove any operational smog component. also if the vehicle is within the emssions warrenty, it is required to install a replacement OEM component, with cats at least in CA. any car that we get traded in at my dealer that doesnt have OEM cats we ship off to a wholesale dealer and let them deal with it.
