Some ******* in a '78 or so Malibu with no hood or air cleaner keeps driving up and down my street, trying to rev his engine, it won't even stay running. He's been doing it for an hour or so

I'm having a similar problem. Some dude on a crotch rocket took his exhaust completely off & is screaming up & down the road in front of my house ..... without a helmet on. I've called the police on this retard in the past .... but apparently it did nothing. I need to throw something at him.
