No and yes, wiring changes between years means different clusters and the cluster body itself is shaped different at the bottom where the steering column is do to air bag IIRC, now some of the gauges themselves swap, not sure if all but I know some do.

I believe the CEL and the speedometer function have nothing to do each other.
What are you driving at? (Get it? Driving? Speedometer? nevermind, tough crowd
The speedometer on 95 and older mustangs are cable driven, there is a vss (variable speed sensor IBIC) at the trans the cable plugs into that have a couple functions but still nothing to do with speedometer operation.
