will the cpu throw this code with a chip intalled, or does this mean that my chip or cpu is bad?

Lately I have had a problem with stalling and at the same time my speedo doesn't work. When you first try to start it, it will stumble and die. The Second time it will start right up. If you let the fuel pump prime it will start right up. does this sound like my pump is failing. Or other fuel problems.

511 means permanent Read Only Memory (ROM) test failed. It may be the chip causing this like chrismillion mentioned I would pull the chip out and clear the codes by disconnecting the battery then try pulling any codes. If the code still pops up some thing is wrong.

This does sound like the fuel pump is unable to hold fuel pressure. Get a fuel pressure gauge and check your fuel pressure.
