coils

I have a 69 mustang and im putting 1" lowered springs in the front. Do i have to relocate the upper control arm if i am doing this. some people are telling me to and some say you don't have to.

no you do not have to relocate the upper control arms. however it do recommend doing it as it really does improve handling. besides it is essentially a free mod, as you only invest in the time. if you are rebuilding the front suspension anyway, do it. if you are just replacing springs, your choice.
