Cowl Drains?

How does the water that gets into the cowl area drain? I am doing some work and found a lot of debris in the wiper area. Water is standing on the drivers side. I tried to flush with water but it seems to be clogged.
Should there be a hole or a drain hole with tubing?

Yes, it drains down to right behind the front wheels. If your splash shields are in place, the drains are under the small outlet along the pinch weld.
